It takes a lot of effort submitting drafts (and they must be polished and edited) before any new writer can get a publishing company to take them on, and THEM you have to work with a pro editor, making changes to your manuscript. That's what I've heard from some people who've done it. Some have to write a dozen novels or more before one gets accepted. You can self-publish if you've got the means and money, but there's no guarantee you'll recoup your money in sales. It's one reason I have no interest in novel-writing.
