Summary: The Torchwood vaults are gradually being upgraded.

A/N: Double drabble.




The vaults beneath the Hub had been constructed, as per Torchwood One’s instructions, to house whatever living creatures happened to fall through the Rift, whether sentient or non-sentient, regardless of the requirements of the individual species.


One’s mantra of ‘If it’s alien, it’s ours’ effectively negated the rights of the poor creatures and beings transported to earth against their will. They weren’t human, therefore they had no rights and could be used and exploited in whatever way Torchwood’s scientists saw fit. They weren’t in a position to complain, even if they were intellectually capable of doing so.


Naturally, Jack, as an off-worlder and therefore technically an alien, had considered Torchwood One’s stance barbaric and had done what he could to protect innocent, peaceful sentient beings from incarceration, yet the vaults still remained.


Currently Torchwood used them mainly for Weevils, Hoix, and any alien criminals awaiting collection by the Shadow Proclamation. It was a far from perfect set-up, but it was what was available.



Then Ianto had come along and started trying to improve conditions for the permanent residents; custom-made habitats to house the smaller creatures, home comforts for the larger ones.



Janet’s cell looked positively cosy. Jack almost envied her.
