“What’re we doin’ here?” Donna hissed at the Doctor.
 

“One of the candidates for Governor is a Zygon,” he replied.
 

“What’s one of those?”
 

“Shapeshifter, sort of. The last thing these people need is to wind up under the rule of an alien who has its own agenda. Anyway, we need to find out which one is the Zygon, then track down the real candidate and free them before the election takes place.”

 
“How hard can that be?”
 

“Very,” the Doctor said, looking more serious than Donna could ever remember.
 

“Why?”
 

“The election takes place in less than eight hours.”
