Time Lords, as a rule, have always worked for the benefit of the Gallifreyan people and the universe at large. They can be overwhelmingly conservative, preserving the status quo, never rocking the boat.

 
Not the Master! No one is going to tell him what to think, or what to do! He won’t be constrained by their rules or their morality, he rejects everything they stand for!
 

If he wants power, he’ll take it, if he wants war, destruction, devastation, then he’ll create it! If he chooses to make the universe bow down before him, why not? Nobody can stop him!
