The Doctor found the TARDIS in a junkyard, old, outdated, obsolete, but still operational. He didn’t steal her exactly, it was more liberation than theft, for both of them.

 
Now they’re in a junkyard again, a different planet, a different time. The chameleon circuit has jammed, but this is earth, and an outdated police telephone box isn’t particularly conspicuous, especially amid all the piles of discarded junk waiting to be dismantled.

 
It suits the Doctor’s purposes for now, a base of operations where he can remain while Susan attends a local school and learns about the planet and its people.
