Summary: Some people don’t deserve the Doctor’s assistance.

“They’re unscrupulous,” is all the Doctor has to say about the band of aliens stranded on a deserted asteroid with their disabled spaceship. “Not to be trusted.”
“Why not?” Rose’s sense of fair play surfaces and she glares at the Time Lord. “It looked like they were in real trouble. You’re seriously going to just leave them there to die?”
“Yes.”
“But you help people, that’s what you do!”
“The Doc’s right,” Jack cuts in. “They’re mercenaries, hired to stop a revolution. We help them, we’ll be siding with a ruthless dictator, condemning a whole world to poverty and starvation.”
