Summary: The team do their best, but they can’t protect everyone.

A/N: Double drabble.
Torchwood was supposed to keep Cardiff and its citizens safe from the Rift’s activities; that was what Ianto had always believed. The team existed to provide a kind of buffer between the random things the Rift carelessly scattered across the Welsh capital, and the people who could potentially be harmed by such objects and living creatures.
Now, standing in the secret facility on Flat Holm Island, seeing firsthand the damage the Rift was capable of inflicting, he realised the safety the team provided was mostly an illusion.
Yes, they could round up Rift deliveries, both living and inanimate, keeping them away from people who wouldn’t know what they were, or recognise the danger they represented, but they couldn’t protect anyone from the Rift itself.
Negative spikes could happen anywhere, at any time, and according to Jack there was no way to predict them in advance. That meant at any moment, some unsuspecting person could be plucked from the life they knew, and everything that was familiar, and dumped… elsewhere. Perhaps a few got lucky, arriving somewhere hospitable, others were probably killed outright, but those who made it back were usually broken beyond repair.
Torchwood could only provide for their care.
