Summary: The Doctor considers his two great enemies, as he tries to find a way to end the Canary Wharf massacre.

Daleks had only one goal: to exterminate every non-Dalek in the universe, which naturally made them among the Doctor’s greatest enemies, and yet in some ways, Cybermen were worse. For them, the primary goal was to build their numbers, quite literally, by converting everyone they met into more Cybermen: cold, emotionless metal monsters.

 
But they weren’t indiscriminate, not everyone they met was suitable for ‘upgrading’, as the Cybermen thought of it. Anyone they considered unsuitable was simply… deleted, like an unwanted computer program.
 

How many of Torchwood One’s personnel, the Doctor Wondered, had been scheduled for deletion rather than conversion?

Most of them, if I had to guess.

I don't know, there were an awful lot converted. Hundreds of them. The cybermen needed troops fast, so I'd imagine they only deleted the ones that were unusable.
