Summary: How has SETI never discovered extra-terrestrial intelligence?

“How far into the future are we?” Rory asked, awestruck by the futuristic buildings and the wide variety of sentient aliens thronging the bustling spaceport.
“We’re not, we’re a few light years from earth and a couple of hundred years into the past.”
“But…” Rory frowned. “If there’re advanced alien societies like this, relatively close to earth, how come SETI hasn’t found them?”
“Earth is off limits. Humans aren’t ready to make peaceful contact so jamming technology is in place to prevent signals reaching you. They only work one way though. Half the universe is addicted to your TV shows.”
