Summary: The people of earth aren’t ready yet for contact with the more advanced races.
Disclaimer: I don’t own Torchwood, or the characters.
A/N: Double drabble.
“Right, are there any questions?” Ianto asked the dozen or so potential recruits in the lecture hall.
A young man raised his hand.
“Yes, Aaron?”
“If there are so many alien races out there more advanced than we are, how come they haven’t made contact with us?”
Ianto grinned. “They’re too smart to contact us, they’re waiting until we reach a sufficient level of intelligence before they take that step, and we’re not there yet.” He leaned his back against the lectern, elbows propping him up, ankles crossed. “What you have to understand is that most sentient races are millions, even billions, of years ahead of us, culturally as well as technologically. Compared to them, we’re little more than infants, still throwing our toys out of the playpen.”
“That’s a bit insulting, isn’t it?” a feisty young woman named Jessica protested.
“From our point of view, perhaps. Nevertheless, it’s an accurate assessment. The Shadow Proclamation has made earth off-limits to the advanced races, to give us time to evolve without undue interference. We need to learn to live in peace with each other before we can be accepted into the Galactic Federation. It’s up to us to prove we’re ready.”
