The Shadow Proclamation had taken charge of law and order in the Galactic Federation aeons ago, and despite the heavy-handedness of their Judoon troops, it was rare for any race to complain about their tactics. As for any planet even considering contesting their authority… Suffice to say nobody tried a second time. The consequences of defying them weren’t worth it when measured against the slim chance of succeeding.

 
In that way, the Proclamation had assured themselves of dominance over all races in the Federation, and many outside it. They kept the peace and protected the vulnerable by any means necessary.
