Summary: Making a bad first impression can lead to future complications.
Disclaimer: I don’t own Doctor Who, or the characters.
The Doctor had good reason now to regret having made such a bad first impression on Queen Victoria. It hadn’t bothered him too much at the time; things like that were bound to happen on occasion and most of the time it all blew over eventually. People moved on and forgot, but… Well, that hadn’t happened in this instance.
Instead, the Torchwood Institute had been founded, right there on the Doctor’s favourite planet, and he was considered their number one enemy. That was surprisingly hurtful; he’d only been trying to save Victoria’s life, and this was the thanks he got!
